More friendly config error messages

Description

Our installer is great, but what about when they're "installed" it incorrectly? Nicer errors would be great.

This is specific to QCodo - their default installation does NOT have a configuration.inc.php file (it's renamed, user has to make a copy). I do not believe this is applicable to us.
